On October 17, the annual conference for IT specialists from Lithuanian municipalities took place at SPA Vilnius, Azteca Hall, in Druskininkai. Organized by Baltimax in cooperation with the Association of Local Authorities in Lithuania, the event brought together around 100 IT professionals from across the country. Among the featured speakers was the NEVDA team.
Cybersecurity, AI and Public Sector Digitalization
The conference addressed key topics such as the implementation of the Cybersecurity Act, IT infrastructure modernization, applications of artificial intelligence, and the digital transformation of public services.
Participants had the opportunity to attend expert presentations, network in the partner exhibition area and exchange insights on digital solutions in local government.

NEVDA Presentation: When to Build, When to Adapt?
NEVDA talk explored the question many institutions face whether to develop custom solutions or adapt existing ones. The team highlighted real-world use cases showing how the right IT strategy leads to more efficient municipal operations and long-term value creation.
A common myth is that every institution needs to develop its own system from scratch. In reality, around 95% of municipal needs overlap. That’s what NEVDA expert Rokas Jašinskas emphasized during his presentation at the annual municipal IT conference in Druskininkai.
“Real value comes when a solution runs reliably, evolves continuously and delivers long-term benefits to all clients—not just one institution,” said R. Jašinskas.

Jašinskas presented six key reasons why adapting existing solutions is often the more efficient choice: time, resources, cost, quality, support and synergy.
Every product improvement in NEVDA systems becomes available to all users, allowing one municipality’s experience to create value for the entire network.
Real-World Examples from NEVDA
The presentation featured concrete examples of how NEVDA solutions help municipalities achieve sustainable value without additional investments. These products are widely used across local government institutions in Lithuania, constantly updated and tailored to evolving needs. Each solution is part of a living system that grows with its users—without additional budgets or technical burdens.
Highlighted solutions included:
- Deka Office – a document management system ensuring full control from registration to archiving
- Parama – a social benefit management solution used in all Lithuanian municipalities
- ZebraDoc – a self-service form builder that empowers institutions to digitize service delivery independently
- Elpako – a platform for biometric and qualified signing, integrated with other NEVDA systems
Beyond the Conference: A Call to Action

Informal conversations after the conference helped participants build closer professional connections and continue meaningful discussions around public sector technology challenges.
